Story would go to 20th century boys. Monster's story was sort of underwhelming and the mystery element and thrill within the story was low compared to 20th cb. And hats off, 20th century boys got some of the best plot twists which lack within Monster.

To be fair, I love 20th Century Boys for the nostalgia feelings of being a 20th Century Boys myself. Except for the comeback near the end of the series because of you know who, the last 1/3 of the series are scattered around due to the massive amount of side-characters and Urasawa's attempt to tied up everything at once. But Monster's anti-climactic clmax also left sours in my mouth. Maybe it's the author's deliberately saying 'such is life', full of unexpected things. Both are the best Seinen, heck manga even. But 20th Century Boys takes the cake. The main casts are too lovable and real and could relate. Hail, Kenji savior of mankind!
