It can be separate if you want it to be. If you feel this is a work they need to practice in isolation, that's fine. And then you can build on it in other works.

Yes, if you are ready for the step, you can cut the yarn. If this is more for toddlers, you may need to wait for the cutting step, but if it is for preschool/kindergarten, yes they can cut their own yarn. There is a separate cutting work to introduce cutting in the classroom, so it depends on if they have worked on that lesson. By the time I introduce this, they have usually had the cutting lesson.
