Hitler figures have it standing on top of my chest of drawers. My roommates cats won’t come near it. I think it just look like an anathema that can’t open the cat food cans.

Aurora looks like she's the food shark here nearly with how she goes to Moo's food without a care in the world. But for the counter, maybe you could use some aluminum foil? I know some cats dislike stepping on it and maybe it could deter them somewhat from going to the food, even if Moo is still Moo and he's probably going to do everything for food
