Goku chooses not to go Ssj3 cause it's too taxing for him, back in the day atleast. Now with SsjG blue, which is very efficient in managing God Ki and power. Ssj3 is plain clumsy. But it useful if Goku wants to multiply power or intidimate the shit out of his opponent.

It just makes sense. It requires more energy to maintain than any other form, so there is no reason to use it when SSJ God is 100 times stronger. It's a shame though, but SSJ is still the natural form that reacts to emotions, hence why Goku suddenly turn SSJ3 in TOP.

Gotenks limitations with SSJ3 Isn’t the time limit but the inexperience the Fusion partners have collectively, next to none. Gotenks Attacks are all on par with Tokusatsu Dramas such as Super Sentai Kamen Rider or GARO, incredibly flashy overpowered fun to look at but are heavily dependent on a target that cannot fly, which all of Gotenkses opponents can do. If Gotenks were allowed in the Tournament of Power he’d probably wipe the floor with everyone not from Universe 7 since as a kid he can squeeze into tight spaces that the adults cannot. Still with enough experience and the right motivation the boys could be a considerable threat to anyone.

I've always thought of ssj3 as a "cocky" transformation only to show just how powerful he is, since any of the god transformations can't be sensed as you normally would anything below that. As far as i know anything god related, when it comes to goku and vegita, heat is the thing that can be felt or sensed....and i think that's cool.
