I think sir it is because yung sa thumbnail po is an example of ignorance of the fact. Kasi po the whole "lugaw is not essential" issue is done "out of good faith". Gustong sumunod sa batas nung babae sa viral video, but sadly mali yung kaalaman niya while enforcing it. She was definitely aware of what the law is, but ignorant of the classifications of what can be considered as essential.
