I think the main reaosn is that the story mode levels are designed with level 1 plants in mind, since levelling was only added after arena. With plant levels, the game becomes far too easy.

Cattail is balanced, if its all board range it would be like homing thistle but better, it having a 5x5 range is good considering its damage and attack rate
