You just need to be in Toronto. Here at Jack Layton Ferry Terminal we have several Pokestops with people leave lure modules there non-stop 7x24. You just need to be there a few hours to level up and load up all the eevees you need. I have bag full of all the eevolutions and starter Pokemons all evolved just in a few hours. I am level 25 already with 145 in Pokedex.

Go to this address: 6 The Avenue London W4 1HT It is in the park called Acton Green Common. There are literally 2-5 Charmanders there every 20 mins. Also you could go to The Olympic Elisabeth Park.
