Its a year late reply, but it is a Stockholm photo, taken of a old famous hotel. Ill try to remember/search up its name for you. The road is called Strandvägen. I think the photo is taken across Nybroviken (the water). Looking at google maps im 95% certain that the hotels in middle of the screen are Hotel Esplanade and Hotel Diplomat. Searchin wallpapers or photos on that info may lead you to it or something like it.
