Well, in general, this phrase was only due to the fact that he was delirious. And at the time of the series, there were no Whisperers, and until season 9 and before the first appearance of the whisperers in the comics. But now the phrase takes on a deep meaning.

I got a theory. Maybe dwayne is still alive. When Morgan said they were wearing dead peoples face I think he’s talking about the whisperers. Maybe they wore his wife’s face and he had an encounter with them and they probably stabbed or shot Dwayne and Morgan thought he died but maybe he lived.
