Morgana W does not do % health damage. Its damage scales with missing health, but it will do the same damage to a 6k hp chogath and a 1k hp yuumi, so long as their hp% is the same ofc.

@@overbuff ​ @Chris from Development let's make this simpler assuming your spell hits for 100 dmg % max health damage adds + X dmg for a target with 6k hp and 5% max health dmg you would deal 100+300 while a target with only 1k hp would take 100+50 morgana's W multiplies the ability damage based on missing health as in it ticks base for 100 in our example (based on ability rank and bonus AP) and then the game cheks. Oh the target is @ 100% so the ticks stays at 100 - or the target is missing X % HP and now it ticks for 100*Y TL;DR % max health dmg doesn't care about your ability damage nor your AP or AP scaling - Morgana's W multiplies the dmg both for the base dmg and all your AP. It doesn't care whether you hit a 50% target with 6k max hp or 1k max hp. The damage gain is the same
