Firstly, how are you getting a boat to Karthwasten, it’s landlocked with one river that runs upstream. Secondly, why from Morrowind to the reach, surely Morrowind to windhelm would be easier?

In early times of SHotN mod, they were separate projects from Tamriel Rebuilt - and they thought that building so close to each other will lead to many conflicts in organisation. So they decided to start as far away as possible, in Reach. Nowadays Project Tamriel in which SHotN team is in, is basically intertwined with TR - so there's no need for such thing anymore. But since the work started from Reach, it's why it continues from there.

Yeah. I think in TES:V Skyrim there were no Dunmers in Reach at all. At least I can't remember any. Most of them live in Windhelm and Rift.
