I’m fairly confident it could be either or, but the line before about ‘Temporal Armageddon knocking on the door’ leads me to believe that the line is more based on the story of the games than just that there was 10 main games before hand. Besides that, it doesn’t make much sense to me that they would exclude any of the spinoffs or non-canon MK games. Not to mention MK9 was basically the Reboot for the series, which would declare the past games as a separate series from the newer games
