IIRC, it's a fair concession since the suit couldn't do sitting postures at all because of the rear plate. Additionally, while the full suit _could_ manage going up and down stairs, you had to move your legs in a really funny way to pull it off, since doing it how you'd expect meant the butt plate of the suit would wiggle awkwardly. See the fight against ED-209, specifically the partially obscured shot of Murphy rushing down the steps while ED's legs are thrashing. Going frame by frame, look at how wide Weller has to throw his legs in the suit since it just wasn't made for stairs. Of course, the reason his thigh plates are bending like that in MK11 is because of lazy rigging on the part of NRS.
