The thing that cracks me up is that you can just see the metal of his upper legs just bending like rubber when he's rising to stand. Those are meant to be straight metal pieces. I feel like Robocop is one of the only characters in this game who you're supposed to end fights with without using brutalities or fatalities. At least in his usual outros his opponents always live. Of course the justification could be made that the excessive force he's using is because either his opponents are much stronger than your average human and thus require a lot more to be subdued or just adjusting his adherence to the law to this place which practically forces you to use lethal force

To be honest, all fatalities in all MK are non canon and out of most characters' personalities, they're just franchise staple. When you see at actual lore of games and movies, there is not that much killing. Of course, there is some, but not in so over-the-top form as in the finishing moves.
