I don't think she's really evil. She may had served Shao Kahn, but only to protect her people, which lived in constant conflicts against the centaurs and tarkatans. If there wasn't any of it before, she would've been good since the beginning.

Either way Sheeva's face more human than any version Mileena so I'm not sure why Mileen would be acceptable, but Sheeva not so.
