If I had to guess, it may have to do with how old graphics hardware can only render so many graphics per horizontal line.

12 year old me would have loved this. And the Plug and Play MK1 is even more accurate than this with comparable tech to the Genesis. They could have EASILY expanded the memory and made it sooo much closer to the arcade. But this is really excellent.

I've always wondered what happened to the original samples? Why did they have to redo them for the Genesis version?

Just speculating: the arcade and Genesis likely have different color pallets, possibly color depth, and screen resolutions. So likely they needed to resample the original graphics for any ports.

He also really screwed up soundtrack to MK-2 as well , , box says intended for MA-17 ergo players 17 and up ,but Allister soundtrack seems intended for 6-year olds man it's F-ing dinky 🤢😔😔😭

Or… if you want the arcade, just play the arcade version. There are a bajillion arcade emulated versions out there which are very easily accessible…. Don’t see the point of this.

IDK, I didn't make the ROM hack. Maybe someone just wanted to goof around with ROM hacks and this seemed like a good project. You're not wrong. The arcade version is definitely the better choice. But I think it's cool to see stuff like this. (Hence the reason I bothered chopping this together).
