For the most part, yes. Scorpion however does not make an appearance in MK3, and the developers realized their mistake and made up for it by bringing him back in the Ultimate version of MK3 alongside many others. You might then say that Sub-Zero is now the only person to make an appearance in EVERY Mortal Kombat game, however people that say that leave out Mortal Kombat Tournament Edition for the GBA, which forgets to add in Sub-Zero. So Sub-Zero and Scorpion's times they appeared are equal.
