It's difficult for us Germans. We have neither of these sounds in our language and the easier one is the 'wh', wich we default to as in "Wheelie"(really) Gemans often don't notice the difference between the two. A student exchange kid, who went to America for example always said "sowwy"(sorry) despite my best attempts at getting him to notice the difference, which is honestly hilarious.
