It's not a flawed plan, it was calculated. Small explosion that will definitely cause major injury to the person carrying the pager, but relatively small explosion when talking about collateral damage. This is exactly why, as you already pointed out, the collateral damage wasn't huge. That isn't just luck or a coincidence, that was all calculated when planning out the attack.

Thank you for sharing - but the usual informed public knows more, thinks deeper and wants to become more answers? What type of explosives had been used? And what igniter? And how had the explosing code been? Just a different text or number message or something different more sophisticated to exclude random access? And usualy there is no free space inside for to place explosives, that's why another type of high efficient battery should have been used, half size for current but still same capacity - and the explosives in the other side. Or a complete new microinside motherboard and all electronics included, exchanging what had been put inside in tawain to make more room for the explosive - and who wouldn't think Intel's high end fab in Tel Aviv with this respect? However all this has been done inside Israel and on behalf of Israel - and I think they way the pagers in secret came inside Israel and back out (1) into the usual unsuspicious supply chain will be out sooner or later, with Moscow and Peking for instance knowing about it today already. 1 - If Israel didn't use a friends covert facility like Siemens or any other brands in France or Switzerland for instance. (It all will not stay a secret for long, I am sure about.)
