It's not a anti theft lock, it's just handy in a bicycle parking! Bicycle parkings are narrow and most of the time the handlebar is too wide!

.True, but I still do not think that this is a valid design. Rathher than to add a potential new point of failure or to risk compromising safety I'd chose to carry a mini tork wrench so I can undo stem bolts if required, In fact I already do. I have a small tork wrench fitted inside my handlebar with bits for every screw or bolt in my bike and allen key that I need to remove the grip to access it is part of my house keychain.

Loosen the (1 or 2) stem/headset bolts slightly so they aren’t gripping the steerer tube, and then swivel the bars. Travel. Arrive. Retighten

Had these on motorcycles for decades, they still don't stop them from being stolen. They snap the pin or the receiver with little effort. A pushbike you can literally pick up and carry though so its kind of redundant.

That is not what such a feature is for. Say you leave your bike at the front hallway just inside your place, setting your handle pars sideways makes the bike much skinnier so it is easier to get past it.
