China restricted platforms such as Facebook and KZbin because they do not want to agree to the censorship regulations of the Chinese government. For platforms that do agree to the regulation, such as LinkedIn, they can indeed operate in China. The problem with the Tiktok case is that, it is banned because of its perceived association with China. There is no particular regulation Tiktok can follow to avoid the ban. This is a discrimination issue, not a regulation issue, under the disguise of national security.

They don't want to follow the law in China, that includes having a server in China, allowing China to collect evidence if someone use the platform to commit crimes, etc. Google wanted to follow the law in China until US government forced Google to reject it.

Facebook is not banned in China. Any time it wants, it can establish a Chinese entity, follow Chinese law and compete in the market. It has chosen not to participate.

As of today, TikTok is considered one of the largest social media platforms with over 1 billion monthly active users globally, and 170 million users are in USA. So yes, TikTok would rather shutdown its US operations since US is only a small part of its user base.

TikTok has a china version called Douyin. TikTok tried to serve the US market by being in compliance to the US regulations and political demands. Putting the server in the US, moved TikTok headquarters to Singapore, and bent backward just to please the US politicians. It is forced to separate the service between its china and the US operations just because of the US government BS.

Facebook etc. never actually registered to do business in China. For them to legally operate in China, they need to host their data in Chinese data centers (which is what TikTok is doing for the US market by the way, hosting their data in US data centers). As a result, Chinese ISPs block access to Facebook etc. for Chinese users.
