You could always try using thermoplastic beads to form the tail and scales as an option that could possibly work. I've used them for similar projects and they've never steered me wrong.

Hey! I’ve looked into making ✨human sized✨ mermaid tails and a lot of people hand sew individual sequin “scales” onto neoprene, OR they use aquarium silicone and ✨pipe it✨ ~onto~ the fabric in a scale pattern. Like you did to adhere to the bra but in scale shapes! 😃

I'm so jealous of anyone who can afford smart dolls 😭😭 it took me 6+ years to be able to afford my Bobobie Apollo, I couldn't IMAGINE trying to save for a smart doll. They're gorgeous, but likely an unattainable goal for me. Maybe in the future you could make a mermaid tail by sculpting it in monster clay, casting the whole thing in silicone, and embedding a wire for poseability? Or you could try something with liquid latex!
