Arthur is just the descendants of hero (human) he is not the Chaos because long ago the supreme deity and demon king sealed away the chaos and it is suspected that mama hawk is the vessel of the chaos. In the state of Arthur before he was killed by Cusak, he has 40k power level.

The 7 deadly sins normal power level is supposed to be more then 3,000 and Gowther’s is lower then 3,000 and and and and and Gowther’s is actually 3,100
