Ten years ago that word was used a bit more, even in medical circles, it was still in the process of advocates trying to let everyone know that it was used for bullying disabled people so much that it by then had picked up hurtful connotations for victims regardless of context and intent. That is now obvious to almost everyone, but people who grew up in the 90s and early 2000s used it quite a lot and it took us practice to break the habit and substitute other words. It was regularly, daily used for some years, to call someone or something "stupid" or "idiotic", just stronger. 2014 was towards the end of people using it without others flinching. Different people caught on at different times, and being strung out on drugs a lot of the time (late 2014 and through 2015, before he quit) probably wasn't helping Ryan keep up with the outside world.
