Run the setup from direct zip file and disable Windows defender. If usb debugging not show reset your device again and make sure you have on first screen.

Reset you phone again and put the phone on 1st blue screen and power off. Then fastboot and open tool and wait for usb debugging. Install adb fastboot drivers first.
