The lanes were free. Most people just forgot to turn off their right indicator. If u want to show that you'll move but can't right now u will give the left indicator to tell you are planning to move as soon as u have a chance. Never heard of this rule

Yes this is for overtaking. People don't get that and used to keep going in the right lane. You have to keep your car in the middle lane and when you need to pass by the car in front, you can use either the right and the left lane and don't forget to use indicators to change lanes.
