primitive road practices with incorrect machinery for the task. poor drainage and no proper cross fall on the road to shed the water. just asking for washouts and water rutted roads.

I don't get it. He could have used that excess dirt to build a dirt wall in front of the very huge fall. And, what did he do? He pushed all the dirt down to make it ease for people to fall off the edge there.
