Kalterkrieg is the TNO universe if Russia got unified after Taboritsky collapse by Kardashev and then invaded Germany and a German prisoner wrote a book about Germany winning WW1 and then being in the Kaiserreich Universe which then resulted in Kalterkrieg. This is probably the official lore.

A Cold War between monarchism and monarchism is pretty funny but I just don’t see it as compelling scenario, compared to the possible alternatives or especially to the original Kaiserreich. A Kalter Krieg scenario needs the ideological divide to really feel worthy of the title imo.
