For safety of the guards/horses and the public around, $1000 fine and 30 days ban should be immediately issued to those who are not following the lawful orders of the officers. And of course, they would be kicked out of the venue right away after receiving their citations. If they don't follow or keep resisting after at least 3 warnings, they would be cuffed and detained or worst things would happen with them, no Mercies.
