He has a random genetic mutation that has left him with only a functioning brain stem and involuntary functions. Among his several health issues, he is also blind and deaf. He cannot roll over or sit up. He basically functions on the level of a three month old.

How about a power chair for Eli, they make wheelchairs with controls quads can drive with a sip and puff drive system. A attendant control can be put on the back of it for parent control, which most quad power chairs have. Medicaid would pay for it if money is the problem for a $40,000. power wheelchair. Just a thought if you have not thought about it.
