Honestly. had timothy zahn been a little more thoughtful, he could have made thrawn into even a bit more. He "found" a solution to the jedi "problem" and could have lead a non-jedi justice organization thus gaining support from most planets. This would seem especially clear as most non-jedi would be blaming the force and jedi for most of their ills by this point (and they would be right). He would have been seen as a civilizing force, removing the barbarism of jedi. I can even see the seal. A cracked lightsaber on the scales of justice.
