"Iraq", not "Afghani". They tossed bid to supply pistols to the new Iraqi defense forces, especially the newly rebuilt Iraqi Police but it's the bullet that they sold that got them into trouble which was what the "Afghan Deal" was all about. It's about ammo, not guns. Also, it DID happen. Both did go to Albania, bought up all the ammo they can lay their hands on despite knowing the Chinese weapons embargo the US had since Tiananmen and resold it after repackaging it to the US and sent it towards Afghanistan. Also, fun fact: The actress that acted as Iz, Ana de Armas, was a Cuban who can't speak a lick of English when she got the role and she learnt everything prior to even being in the show. She practiced English for 6 months consistently and became pretty flawless when it comes to English when the movie started production.
