That is a dicey one. Look at the long term goals you have and each language fits. See beyond the years you have to study, where do you intend to work? In which country? Will you move around a lot? Also, note that french is more popular that Dutch and Dutch is easier for English speakers to learn.

Age limit is unlikely, what most schools look at is the age of your last degree. For proof of sponsorship, it can come from anybody with sufficient funds.

Team TOEFL all the way ( In my opinion, its easier and cheaper), KUL might not grant a 2.2 scholarship, but if you have other aspects tight, we never know, something great might come out of it
