Moving to Bzlmod

Bzlmod is one of the major new features of Bazel 6. In this talk, we cover what bzlmod is, how you can use it in your builds, the lessons we learned, and hurdles we hurdled while migrating rules_jvm_external to use bzlmod. We also look at some of the changes that were needed to allow bzlmod to support rulesets such as apple_rules_lint.
