My mum used to do something similar but instead of frying , she wrapped the mixture using plantain leaves and hot wood ashes to cook the fish if an oven is not available. I like my fresh fish to be dry fried, but the above is the only exception.

I am right now cooking my own mpuh fish. (wanted to check some other ingredients 😅, it's my first time cooking it) I watched some other videos that explain how to make your own plantain flour. Thinly slice about 4 unripe plantain and dry this in the oven for about 2 hours at 300-350°F. Keep turning so that it doesn't burn and check to make sure it is well dried. Blend it when it's cool in a strong blender. You're good to go with the rest for your mpuh fish.
