Giving lifts is against the law buddy. In reality it was actually supposed to be traffic officers that are the ones who impound your vehicle and confiscate your driving license for giving lifts to so called "friends" on the side of the road. Unfortunately, since they are unable to patrol every road at every hour, the taxi industry finds itself having to take matters into their own hands and enforce the national law by themselves. The situation of giving lifts to relatives or friends is tricky because it is the same as telling an police officer that the gun you have in your possession is not a real gun but is actually a toy gun so you don't need to own a firearm license. But in reality, what do you honestly expect to happen when they find you with a toy gun inside your pants? Same goes with giving lifts. What do you honestly expect lawful permit holders to think when they see you giving a lift to a group of guys on the side of the road and you are busy claiming they are "just friends"? Rather call that person and inform them to wait for you at a more appropriate spot and not at a hitchhiking spot.

There is no law that obligates an individual without a car to use taxis, in fact the taxi industry it's a service offered in which the consumer has the right to refuse. A simple example is, yes PnP, Shoprite, Checkers have securities, but you do not find their securities harassing street vendors instead they at their premises protecting their facilities, so the taxi industry must know they are not special.
