Max has been a pretty shitty Mayor for all the Civs/Crims, He rolled over hard on the shit he said he was gunna do after Crane gave him a tiny bit of pushback, and he's just been a Yes man to everything else. Then switches to Lenny and plays Lenny all day. Even Crane's just been switching over to his Cop character aswell. Nopixel will forever be the server where the rules are made by people who dont play civs or crims, make assumptions about how civ and crims work and then switch to their cop characters for lazy easy "RP"

Extremely well thought out incite. I feel the same as you but the perspective and reasoning behind it you speculate on is a little different then mine. I tend to lead a little bit more in the cynical direction and feel that instead of chalking it up to their laziness in approach and understanding of the other side of RP outside of cops and Gov that they are a more malicious. The fact it is directed or feels directed to CG almost all of the time makes me think that there are simply bad actors with real life hatred for CG and Kevin still. I have been watching since 1.0 and it has been like this since then, and has only ever gotten worse. Since launch it has felt that devs literally watch Kevin's stream and input changes to counter every thing he is trying to do because they don't want him to establish such of a strong foothold as he has in previous versions of NP. they keep trying to put the changes in various ways through dev updates and "legislation" to appear natural, but the specificity in many of the changes against K's ideas shows their hand on how they are clearly targeted. I don't know how Kevin has the patience he does and I get the position he is in, but this dude is only human and is gonna snap sooner or later.

MOON has played Max every day even since he started playing Lenny he does it off-stream late at night. And it seems like ppl haven't realized that the first mayor on the server was always gonna have this problem because they have to plug a lot of holes regarding legislation that wasn't there from day one. The business stuff that he will be able to do during his time as mayor is more or less letting ppl buy day passes for the booths at Snr Buns and give ppl business accounts that's it, everything else will take longer to implement than his term is. He has crims begging him to make shit illegal because they don't find it amusing doing shit that should be illegal but isn't yet. And yes he promised a lot of stuff then realized that he couldn't do that because he has to manage to get it past seven ppl where at least three are OOC non-corrupt and everyone except him, Juno and Michael are afraid of Crane. But he has started to get ppl on the council to understand that Crane isn't some boogeyman they have to agree with, case in point the council wanted to put a maximum limit to the number of houses someone is allowed to own, and Max went off calling them communists and pretty much saved Mr. K's business from being completely ruined. He hasn't gotten a lot of the stuff crims want because he can't yet, if he's to obvious they will impeach him and he is not gonna do something stupid and let them try, they already hinted at that when he brought up the REIT and that's why he's been holding off on that ever since, he also said that he should be able to control that shit for Mr. K himself, but that also is some OOC backend stuff that's not in place yet. He just the other night got some promising answers OOC about being able to have some kind of control over PD, and he's already talking about possibly trying to get some of the Captains fired/replaced. The only thing the mayor has complete control over is businesses and nothing else, this is nothing like in 3.0. He is also trying to earn the trust of the council members by letting shit pass, so that he might be able to get some of the shit that will require more manipulation or trickery of the OOC non-corrupt passed before the next mayor. Anyone who thinks he can do whatever he wants just to help out crims is very poorly informed on how the system is going to work in 4.0 because as long as this system is in place no mayor will be able to, unless they manipulate/trick the OOC non-corrupt ppl on the council, which is why he's trying to earn their trust. Pretty much everything is controlled in such a way that the first mayor who tries will almost immediately be impeached and removed. Max, Juno and Michael are the only ones on the council pushing back against Crane and Max is pushing the hardest, he can't push to hard and be to obvious because as I said they might/will impeach him if he goes too hard too fast.

4.0 can be described with 1 word: convoluted. So many rules, laws, mechanics within mechanics within mechanics. It's genuinely messy. Its like they forgot that RP should be fun. A lot of people in charge of NP don't think of the fun aspect and treat it like a real life job. Even as a viewer its harder to follow with all the messy mechanics. For example, I have no clue how washing money works with the multiple steps it takes. When I watch RP I want to chill and not take notes to keep track of how the server works. Even little things like tiny text on phones and announcements are made for PC players that sit closely in front of a screen and there's no consideration for the viewer that watched RP in a relaxed way on a tv screen further away. GTA RP has a massive audience so you'd think they'd take the viewers a bit into consideration with how things look on screen. Ignite RP was a worse mess but something I appreciated from that server is how the /me's appeared above peoples heads and it was in a nicely readable font/size. So many apps on PC's, buttcoin, GPU's, money runs, sani runs, sewer runs jewelry runs, run runs runs runs runs runs runs. It also became a ''run'' simulator.

Except most of the laws are just there to ruin RP.... They hand out some felonies for the dumbest things. Like you can actually get a felony for just standing around in some situations, and having that felony locks you out of like 50+% of the stuff you can do

Doesn't really make a lot of sense as written though. If the points have no fall off, people will just sell their cars when they reach 2 VAF points and pocket the cash themselves for a new one. If the points stay with the vehicle regardless of who owns it, you're going to see a lot of these become "burner cars" which criminals buy for cheap to do a single big job.

The viewers expect fun content, it is a content server per Koil (the owner) and an RP server secondary. The viewers and many players/streamers see much of the law as anti-fun.
