This means that nato as a organisation is defensive, while some countries might act offensively independently of the alliance. I have just seen the funniest pod cast on Warthog Defence. A Ukrainian soldier on the frontline decided to play the American national anthem to the Russian soldiers who went berserk with their fire power. The voice of the singer was fantastic & clear.
