Yeah, he's a future Classic Sans when Frisk did a netural run and never reset. A famine occurred and they had to start eating humans to survive. Horror is so big because his magic built up due to the hole in his head which rendered his magic practically useless.

@@jactheboy6820 it's rare for him to use his bones and gaster blasters. He generally can't summon them. As for the teleporting part, it is unclear whether or not he actually can anymore. It all depends on the creator of the story/comic. He has his axe because he can't really use he magic anymore. It's basically his only reliable defense/attack at this point.

So Horror is Classic Sans from a neutral run. He and Papyrus were supplying Snowdin with food because the Core stopped working. Alphys thought of a solution to Queen Undyne to fix the Core with Sans’ eye. Sans and Undyne fought, and both lost their eye. Sans took an eye from the Royal Guard and destroyed the Core after it was fixed. He won’t die because his eye is out of his head, but too much intensity always kills people, and his skull is his weak spot. He has no defense, no determination. He likes psychological trauma, jokes, and Papyrus. He has amnesia and bad memory. Because he doesn’t have his eye, he can’t use blue magic, or teleport other people. He can still teleport himself, use blasters and bones. He has an axe, and a Giant Heavy Thigh Bone he can pull from the ground. He tells Snowdin to eat humans, but doesn’t eat them himself, and if he gets hungry for one, Papyrus is supposed to slap him. So it’s fitting Blueberry watches him. He is also one of the best physical fighters in the multiverse, already fighting off Undyne and RG as Classic Sans, and as Horror, with his weapons, can stand up to Delta, the second best physical fighter.

If you think about it, the sizes of each character matches their age. I mean Sans and Horror specifically. Sans, Fell, and Swap are all from the same set of events in the timeline, just altered to their personalities. Horror is the only one whose AU takes place after Frisk's time. This, he's older and ergo larger than the rest of the Sans'.
