the joke is a play on the word "wimbledon". the wimbledon tennis tournament is held in the region of London called Wimbledon, within which there are a series of roads that you are only allowed to drive down in one direction (called a 'one way system' here in the UK). Milton is joking that if he won wimbledon (region rather than the tennis) then he would fix the 'one way' road system - thus creating the play on the word.

Actually our rugby team is rubbish at the moment. We didn't win a single game at the 6 nations this year. The last person to win Wimbledon in the Men's singles was Fred Perry in 1936 & he was English. As for the Queen, yes you can trace her back to James VI of Scotland & I of England, Wales & Ireland. You can also trace the Queen back to Germany as most Royal Families are inter-related. We are no better or no worse than England.
