The Sole Empowered blood letter, hopefully someone can clear it up (as the quest isn't on the wiki yet). I believe it to either be the Empowered Blood Letters or OG variant that needs to be in your inventory Also if anyone would like guides on any of these quests let me know :)

Just went in to check the single blood letter. You need to have the Empowered Bloodletter in order to see the single burried katana.

Quick tip: turn in the carve the bloodstone for 13% drop rate, also all the quest there are all stackable
