Answers to some common questions i'm seeing in the comments:
The character in the video is named SeeU. She is a Korean Vocaloid.
The word "Gwiyomi" means "cute" in Korean. As such, the song is in Korean.
The actual audio you are hearing is not SeeU. SeeU is not singing. She's only lip syncing to the audio, which is from the original with Hari singing.
The source of the animation is from a program called Miku Miku Dance (MMD). It uses Vocaloid Character models and allows users to program choreography for the characters to follow. Look up MMD to find other videos similar to this one.
Vocaloids are not from any anime. Vocaloids originated as digital voice synthesizers that ppl would use to add vocals to their songs. They continued to progress and eventually all different backgrounds and characterization added to them.
