Fun fact: I tried this recently and with all 50 perks double bought (double buy has to be enabled in setting), you practically can not die, I tried too get downed and it took the zombies 30 seconds of me stood in a corner not shooting

I figured it out. You need to go to zombie mod options in the zombies main menu. click perks, then set perk limit to 50 on top slider, then go to use map perk location and select "all", go to the tabs on the very top that say official, bo4, custom, and community and check every box for every perk. Make sure you don't accidentally check disable main perks under the official tab. Once in game the perks will be clipped into each other usually on round one. By round two the perks will teleport and this issue will go away, and the perks will be new.
