he is from sudan , but the way he is reading is neither an accent or tajweed , he is reading with tajweed but the way he is pronouncing the word is from the reading of Abu Amr , The Quran has 10 reading which means that the Quran has 10 ways that it can be read with , he's reading nwith a different one than the one we're all used to , that's why it sounds different

Memorising the Quran at the age of 17, he went on to study under multiple scholars for twenty years. You did not think they would leave, and they thought that their fortresses would protect them from Allah ; but [the decree of] Allah came upon them from where they had not expected, and He cast terror into their hearts [so] they destroyed their houses by their [own] hands and the hands of the believers. So take warning, O people of vision.

Did you know that all the turkish mosque that they read out avery morning prayer and every sunset prayer (maqrib prayer). The last three verse of this chapter Alhashar. The reoson for this is because there is hadith that tells us the virtue of this three verses. The Prophet (PBUH) said, ‘Whoever when he wakes in the morning says اعوذ بالله السميع العليم من الشيطان الرجيم ‘I seek refuge in Allah the all hearing and all knowing against the accursed satan’ and then recites the three verses from the last part of Surah al Hashr, will be assigned seventy thousand angels to pray for him until the evening, and should he die that day, he would have died a martyr’ [Ibn Ahmad, Darimi, Tirmidhi 5/182]
