They either nerfed PBA weapons or there's a bug since weapon balancing wasn't in the patch notes. Upgrading a 1338 PBA unique bow into legendary only gives it a BA of 2214. PBA on legendary bows is 2317 so I have no idea if there was a stealth nerf or it's a bug.
