Yes and no. The city dosen't care about old cars anymore. There is no sense in buffing them if they will be changed soon. New cars are another story, from what I've heard the paint won't stick and the train won't leave the yard if it has other colors than the factory ones. Also security is more present aroud new cars

it's illegal to paint on them, if they catch you maybe they will let you go, they don't care about them that much like they used to do
