It's because Koreans 'turn' another year on the new year but celebrate it on their actual birthday, as well as they're considered a year old when born. So, he was already a year older ( 17 ) And then his 'birthday' was on new years. So 18, but in American years 17 still.

No, in Korea, they count the 9 months that they are in the womb, as one year. So, they are a year older than us. However, everyone turns a year older at the same time, yet officialy, they aren't that age until their birthday, so everyone still keeps their own birthdays. Does that make sense? :)
