That might be the case in the game, but the show very much is making them children. In both their mannerisms and how they are treated by others. The games, yeah I can see that being the case with them being older teens to young adults and just being short since they are shown first at a well ya know Casino, and a lot of the earlier stuff showed them indulging in alcohol. But the show however is definitely going more along the lines that no they are children in this universe, and yes I do mean universe since the creators also said the show follows a different canon

Especially since this show is based off of an era of cartoons that was full of characters who didn’t remotely act their age. For better explanation, in a book, mugbeard, aka mugman was about to kiss Cala Maria but was interrupted by a icecream truck song, by the second second/third time mugman tries to kill the icecream man but failed. Mugman tells him to fix his hat and leave so he did. When they meet again, the icecream man tries to run mugman over with his truck, or so mugman thought. He actually just wanted to thank him for the inspiration that made him got a slightly smaller hat, he claims that he read the book before and he says that mugbread, aka mugman, died in the end. This angers mugman and lead him to beating the icecream man up. That made me think that he’s gonna be a yandere for Cala Maria.
