I do not think history can tell u that whenever int rate fall, mkt will go down.. US is approaching towards election and then biggest festival in dec 25 in next 3 months. Then New Year celebration another occassion to do big shopping. Mandi jab tak aane ko higi bhi to lower int rate ka prabhav aa chuka hoga.. It take 4-5 months to show the result of rate cut or rate hike. This time timing if rate cut and big 2 festival US election saath saath hei..

I can tell you with reason that the rate cut would not be more than 25bps. Fed has all along emphasised on a calibrated approach. Another 25bps rate cut can be announced whenever Fed wishes in a calibrated manner in case a 50 bps rate cut is desired but once a 50bps rate cut is announced Fed cannot go back and raise rates. So in all probability a 25bps rate cut would be announced.

Actually comparing 2008 is not relevant, the fall was mostly driven by crash of mortgage backed securities & fed started monetary easing by cutting int rates to curb the economy & pull us out of recession.
