This error happens to me, when I'm watching youtube and starting CS2 at the same time. Didnt have this problem with the last nvidia driver but stupid as I am I have updated the driver even without needing to update it.

Maybe your GPU dont support the DX11... Check in "dxdiag" -> "next page" -> and the upstair on the right, check "Features Levels", if is under the 11.0, the problem never fixed, you need change the hardware
